Provincial Nomination Programs

Overview

Provincial Nominee Programs allow Canadian Provinces and Territories to nominate individuals who wish to immigrate to Canada and who are interested in settling in a particular Province.

Each Canadian Province (except Quebec which has a different selection system) and Canada’s two Territories have their own unique Provincial Nominee Programs. Participating Provinces and Territories sign agreements with IRCC that allow them to select immigrants who meet the requirements that they have set forth.

Each PNP is tailored to the Province’s/Territory’s specific needs to select Provincial Nominees who will be able to settle into life and work in the region and to effectively contribute to the community. Most PNP programs include different “immigration streams” intended for:

  • Graduating students;
  • Individuals who have legally worked in that Province or Territory;
  • Immigrants nominated by employers; and
  • In some cases for business persons.

Since 2015 most PNPs contain at least one immigration stream aligned with the Federal Express Entry immigrant selection system. Individuals who are nominated by a Province in the Federal Express Entry system receive extra points on the Federal Comprehensive Ranking System (CRS). Generally, the PNP’s Express Entry Streams are designed and operate only for those individuals who have been legally working in that particular Province or Territory for a minimum of one (1) year.
